We need to create a change for a better future in our living, create more employement opportunities, impart modern education system, create more economic resources, increase agriculture and industry production, more wage jobs, make public safety, improve and increase connectivity, maintain peace and harmony among the 40+ native communities living in Manipur since time memorial. Evan after 66+ years with the mainland India, we are still the poorest state in the North Eastern states of India with 47% of the total population is still below the poverty line when the national average poverty line is below 26%. I want to "Fight This Poverty" and  "Remove This Poverty" from our soil. This Poverty are the main causes and orign of all crimes in our socity.  With 35+ years personal experiences as a Social Activist and now a Social Worker, I have suffered and seen exploitation, discrimination and injustice done to the peoples in general and poor & neglected people in particular behind the Armed Forces Special Power Act (AFSPA) 1958 and other forms of violations and discrimination of Human Right by security forces due to missused of this act. Let me fight for our natural rights and privileges given by the International Human Right Commission."

 LIST OF ISSUES

POVERTY 

Manipur is the poorest state in the North Eastern Region of India with 47% of the total population is below the poverty line when the national poverty line is 26.1% and that of the North Eastern region is 34.28% The Nagaland state is 31% which is better than that of Manipur by 16%. Manipur has sufficient fertile soil, biodiversity, rainfall, forest resources, agricultural friendly climate and hard working human potantial resources. However, government have failed to convert it into the benifit and advantages of the people through commercialization and industrialization of Manipur. It is due to the poor governance and leadership quality of our leaders who can guide the people for a welfare Manipur state.

 

Poverty is the mother of all violance and crimes. It breeds bandh, strikes, blockades, looting, thefts, corruption, abduction, money ransum, killings, insurgency and other forms of anti-social elements in the  Manipur state. If you give an opportunity to work for you I can bring peace, justice and economic development in Manipur through commercialization, industrialization, giving skilled job oriented training, creating more new employment opportunities, providing quality education, increasing agricultural production, creating faster and quicker connectivity and durther improving eco-friendly environment.

ARMED FORCES SPECIAL POWER ACT (AFSPA) 1958

The Armed Forces Special Power Act (AFSPA) 1958 was formed to control the insurgency in a democratic country like India.

 

In Manipur state, the Armed Forces Special Power Act (AFSPA) 1958 was introduced on the 8th September 1980 to control the unlawful insurgency activities of the 4(four) major underground organizations. Unfortunately, however, it is continiously in force since the last 36 years. Now the irony is that the number of major unlwful underground insurgency group has incresed more than a dozen figure and have also killed 1528 innocent persons live in the fake encounter with the security personnel as per the record available. To mention few incidents of few fake enccounter killings, the case of Smt Thokchom Rabina and Chungkham Sanjit is a very clear example which remain registerd in the Supreme Court of India.

 

To bring peace in the Manipur state, good genuine leaders who can protect the common people are very necessarry. They can implement the laws which is laid down by the International Human Right Commission in the state. I have involved and experienced these issues personally in 1980. Now also let me work and protect you removing the this heinious AFSPA 1958 from Manipur soil forever.

TERRITORRIAL INTEGRITY
Indo Naga Peace Accord

The 18th June 2002 CIVIL WAR has clearly shown to the world community that the integrity of Manipur cannot be compromised under any situations and circumsatnces. On this day millions of people irrespective of their caste, religion and color comeout from their houses on the roads and public palces shouting slogans against the Goverment of India and  NSCN (IM) disagrreing the Indo Naga Peace Cease Fire Agreement signed between the India Government and NSCN (IM) leaders mentioning the words "Without Territorrial Limit" in the agreement extending the juridiction at the naga inhabited ares of Manipur. Many houses, office building, Manipur Assembly Building, Vehicles ets were destroyed and burnt and 18 (eighteen) innocent peoples were killed in indiscrminate police firing at CM Bunglow. Curfew was imposed for many days to control the Civil War. 

 

Once again the undeclared Framework Agreement signed between the Government of India and NSCN (IM) on the 3rd August 2015 have created another suspection to the people of Manipur about the India goverment stand on the integrity of Manipur. To have a final everlasting solution of the Manipur Territorrial Integrity, the ammendmrnt of the Indian Constitution Article 371 (C) is needed to include the word "Preserving the Territorrial Integity of Manipur" in the Indian Constitution.  To perform this important task,  strong leaders who understand the sentiment of the people of Manipur is required.

 

Boundery Issue    

The geographical ares of Manipur have  been reduced physically on many occassions due to the lack of care of the government of India firstly at the Indo-Myanmar border while carrying out fencing and secondly at Manipur Nagaland boder at Mao and Zuko Valley ares due to the state goverment creless attitude. These thing should be prevented urgently taking immediate action by the leaders. If you give me the opportunity to work for you, I will definitely resolve issues having bilateral talk between the governments at the concerned lavels.

 

Inner Line Permit System

Out of the total population of 28,00,000 (twenty eight lakhs), nearly 50% are influx from other states and neigbouring countries. These people number have reached alaraming levelss and threatened the indugenious People livelihood, Rights and {Previledges and is on the brink of its extinction. It is n this regards that the Join Committee of Inner Line Permit System (JCILPS) in Manipur strongly demand for the introduction of Inner Line Permit System (ILPS) in Manipur to protact the "Indigenious People" of Manipur preventing the unlawful entry of immigrant workers in the state after getting the People approval at the 1st People Convention at the Iboyaima Shumangleela Shanglen held on the 8th July 2015; 2nd approval at the "People Convention" on the 20th August 2015 held at Manipur Dramatic Union Hall at Imphal, Manipur and 4th approval, once again, at the "Peopl Convention" at MDU Hall, Imphal, Manipur on the 2nd May 2016. The Manipur Government had passed the three Bill on the 31st August 2016 unanimously at the Special Assembly Session held for the introduction of the ILPS Bill and its approval by the Assembly House. The three Bill have submitted for approval to the Honourable President of India.

 

But unfortunately, the three Bill is still laying at the President office without any further progress. If you give me a chance to work for you, we can fight for you to introduce the Inner line Permit System making to pass the Bill to convert into Acts.

POOR CONNECTIVITY

Manipur has very poor road and water connectivity. It connects the mainland india through National Highway (NH) -150, 39 and 53 and to the neighbouring country Myanmar through NH - 39. But due to the bad condition of the roads, serious geographical terrai conditions and law and order situations, it is workable hardy for 7 to 8 months in a year. It greatly effects to the development of the state economy. Without proper planning to increse and improve the surface connectivity development of the state economy through commercialization and industrialization is impossible. So I can be one who can work for you for the introduction of the fast moving trains iin Manipur. Fast moving trains can reduce the time and distance between Guwahati and Imphal to 120 Kms in 30 minutes and Imphal and Mondlay in Myanmar in 30 to 35 minutes time. We could save huge crores of rupees in the long run beside saving time and energy. Life will be faster and easier.

LOW AGRICULTURAL PRODUCTION

Manipur has good sufficient bio deversity  good fertile soil, agriculturally suitable climatic conditions and sufficient cultivaval ares. But due to poor leadership and management on the part of the government, we are not able to produce sufficient agricultural production tnremain in poverty. Using thje modern technology and devices Manipur can produce food, crops, seeds more than the state requirement and can also export products to other states and country. Manipur has also sufficient unutalised paddy fields at least for 6 months fter it has harvested once in a year. I government provide care and more financing and agriculture education to the farmers increasing agriculatural production can be increase by many folds which helps in reducing unemployment and improving state economy. Give a chance to work  for you to complete this state assignmrnt.

POWER SHORTAGE

manipur needs 262 MW per day during the peak up hours. The power available presently is only 129MW. There is a shortage of 133MW in daily requirement. To meet these power shortage, Manipur government invest more than Rs 100 crores. The alternative faster solution to this acute power shortage problem of Manipur will be the generating of power from the Solar and Wind Energy. Manipur has a very strong potential for the Solar and wind power. India government also provides financial assistance to generate power from Solar through its "National Solar Mission Program" with 90% funding with a state matching share od 10%.  To take this assistance and implement it, Manipur state needs visionery far sighted leaders who can work heartedly to solve this critiacal sensitive issue.
